Mehmet Özkan was born in Kardzhali, Bulgaria. He started his music education at Uludag University State Conservatory after the settlement of his family in Turkey. At Uludag University State Conservatory, he became a student at the piano department and studied with pianists Murat Gürtel and Hüseyin Sermet. He performed in a series of recitals.
Özkan decided to continue his education in the composition department after getting his bachelor’s degree. He was accepted to the composition department at Mimar Sinan Fine Arts University State Conservatory and studied with prolific composers such as Hasan Uçarsu, Özkan Manav, Ahmet Altınel, and Mehmet Nemutlu. He also studied with Wim Hendrickx, Diederik Glorieux at Soundmine.
He was a participant at the Journey of the Sound festivals with his pieces ‘’String Quartet’’ and ‘’The Eggplant’s Jester’’ for symphonic orchestra. His various chamber and solo works were performed several times in Turkey, Russia, Germany, Belgium, Thailand, and Bulgaria. He became a finalist with his piece ‘’Lunatic’s Lay’’ for symphonic orchestra and baritone in 9. Dr. Nejat F. Eczacıbaşı Competition and it was performed by İzmir State Symphony Orchestra. He won the 3rd prize in Toru Takemitsu Composition Competition (2022), one of the most prestigious competition which Brian Ferneyhough is the jury. He is employed as a lecturer at ITU Turkish Music State Conservatory.
